Opioid Abatement Community Grants Program – Multiyear Project Grants

Granite United Way and the New Hampshire Charitable Foundation are partnering to ensure New Hampshire’s opioid settlement funds are invested thoughtfully, transparently, and for the greatest possible community impact. Together, these two organizations bring decades of experience supporting effective, community-based solutions to substance use and mental health challenges across the state.

The Opioid Abatement Community Grants Program is designed to help deploy New Hampshire’s opioid settlement funding out into the community for aligned projects that prevent, reduce, and address the harms of the opioid crisis across the state.

Opioid Abatement Community Grants Program Multiyear Project Grants are administered through a partnership:

  • New Hampshire Charitable Foundation
    – Designs and manages the multiyear grant application and review process according to New Hampshire state law (RSA 126-A:86) and opioid abatement guiding strategies. Applicants will apply via the Foundation’s GrantSource system.
    – Conducts grant review, scoring and recommendation of grant awards.
  • Granite United Way
    – Issues multiyear grant payments.
    – Oversees multiyear grant contracts and compliance.

This partnership is guided by a formal memorandum of understanding to ensure transparency, accountability, and fairness.

Background and dedication

The Opioid Abatement Community Grants Program is funded by a portion of New Hampshire’s share of opioid settlement dollars, as directed by state law (RSA 126-A:86). The program was approved in June 2025 by the Governor and Executive Council and will invest $10 million over two years in strategies that:

  • Support community-led efforts to reduce opioid-related harms by investing in a continuum of primary, secondary, and tertiary prevention services and activities;
  • Address the root causes of opioid use disorder;
  • Expand access to evidence-informed prevention, treatment, harm reduction and recovery services and supports;
  • Promote collaboration and innovation among organizations working to respond to the opioid epidemic.

Grant priorities align with RSA 126-A:86 and statewide opioid abatement guiding strategies and are informed by a community advisory team that includes subject-matter experts and individuals with lived experience.

The Opioid Abatement Community Grants Program is dedicated to the people and communities of New Hampshire who have been affected — both directly and indirectly — by the opioid crisis. The program stands as a tribute to their strength, their stories, and the unwavering determination of families, providers, and communities striving for healing, recovery, and a brighter, healthier future for our state.

Their work ensures that these funds now serve to support the vital programs that bring hope and healing to individuals and communities across New Hampshire.

  • Eligibility

    The following organizations are eligible to apply for Opioid Abatement Community Grant Program Multiyear Project Grant funds:

    • Any nonprofit 501(c)(3) or charitable organization registered and in good standing with the New Hampshire Secretary of State and the New Hampshire Attorney General’s Charitable Trusts Unit (CTU)
    • New Hampshire state agencies, boards, or commissions.
    • Governmental entities including school districts, towns, cities, and counties within the state of New Hampshire.
  • Grant amount

    This grant program will accept applications for:

    One or two years of project grant support for up to $75,000 per year.

  • Other application considerations

    As part of the application review process, reviewers will consider how the organization’s mission and impact aligns with the focus of this grant program (see above and review the Opioid Abatement Community Grants Program instruction and guidelines). In addition, reviewers will take into consideration the following:

    • That applicants are in good standing with the IRS, the New Hampshire Secretary of State’s office, and the Charitable Trust Unit of the New Hampshire Department of Justice. A financial trends analysis created through a nonprofit’s Candid profile will be downloaded as part of the application, if it is available.
    • That applicants are in good standing with New Hampshire Department of Health and Human Services, and if applicable, have a current certification and are in good standing with the New Hampshire Partnership for Recovery Residencies.
    • Applicants’ main accomplishments in recent years and how organizations and/or projects are positioned for success.
    • We will consider if the project budget is clear and that requested funding is appropriate to the size and scope of the project. We will also consider planned outcomes and plans for collaboration.
    • Proposed activities must serve the broader community and be nonsectarian in nature.
    • Funds may not be used to support drug interdiction or suppression activities (investigations, stings, surveillance, seizures).

    Wednesday, February 18, 2026, 5:00 pm Eastern time.

    GrantSource application portal opens Monday, January 26, 2026.

Application and grant process

Step 1

Determine eligibility.

Carefully read the Opioid Abatement Community Grants Program instruction and guidelines to determine if you are eligible for this opportunity.

Step 2

Log in or create a new profile in GrantSource.

Log in to GrantSource, update your profile and access open applications. If you have never applied, please create a new profile using the “Register here” button.

Step 3

Complete and submit the online application by Wednesday, February 18, 2026, 5:00 pm Eastern time.

The GrantSource application portal will open Monday, January 26, 2026.

Step 4

Receive funding.

Grant decisions will be communicated to applicants from Granite United Way. Successful applicants will enter into grant agreements with Granite United Way, and checks will be mailed directly from Granite United Way.

All grant decisions will be communicated via email in late March, 2026.

Step 6

Report.

An interim and/or final grant report will be due according to your grant agreement. Log in to GrantSource to submit your interim and/or final report via the online portal. Please note that applicants who do not submit grant reports will not be considered for future funding.
