The Caroline L. Gross Fellowship honors individuals for their extraordinary work in public service. This annual award is made in tribute to Caroline Gross, whose own dedication to public service will live on through the work of the fellowship recipients.

Caroline, a New Hampshire native, worked in numerous positions in the New Hampshire House of Representatives, the Governor’s office, and as a State Representative from Concord. In 1989, she was appointed House Majority Leader, a position she held until her death in 1993. Upon her death, her family, friends, and colleagues established this fellowship fund to nurture the next generation of public servants.

The fellowship enables an individual involved in New Hampshire’s public sector to attend a three-week summer seminar at the John F. Kennedy School of Government at Harvard University.

Each fellowship includes:

  • Participation in the three-week seminar, Senior Executives in State and Local Government, at the John F. Kennedy School of Government at Harvard University in June or July
  • A stipend to cover tuition, room and board

Eligibility
Individuals who hold an elected or appointed position in a state, county, or municipal government within New Hampshire and also demonstrate the highest standards of performance in public service will be considered for this fellowship.

Evaluation criteria
In general, the selection committee looks for candidates who meet the following requirements:

  • Experience in public service
  • Capacity to benefit from the program
  • Desire to enhance and improve the public decision-making process in New Hampshire

Past fellows

Since 1994, the Caroline L. Gross Fellowship has sent 19 New Hampshire public servants through the Program, including Chris Clement, Marilee Nihan, Orville “Bud” Fitch, Mary Beth Walz, Gina B. Apicelli, Philip Bryce, Catherine Provencher, Alan Robichaud, Tricia Lucas, Todd Selig, George Bald, Jason Hoch, Beverly Hollingworth, Lou D’Allesandro, Merelise O’Connor, Joan Callahan, Kathleen Sgambati, David Hess, and Sylvio Dupuis.

How to apply

  1. Colleagues nominate candidates for the award.
  2. Nominations are solicited in early January.
  3. Nominators are asked to download a nomination form and fill it out.
  4. If there are others who support the nomination, their comments and contact information may be sent along with the primary nomination form.
  5. Nomination forms must be received by 4:30 p.m. on Friday, February 7, 2014. Send via email, fax to 603-225-1700, or deliver in person or by USPS mail to:

  6.    Once nominated, a candidate is notified and sent an application.
  7.    Candidates must return completed applications by 4:30 pm on the first Monday
          in March each year (March 4, 2014).

Selection Process
Both a Charitable Foundation advisory committee and the Kennedy School of Government evaluate the nominations and candidate applications. The advisory committee is a distinguished nonpartisan panel of public leaders and includes a non-voting representative from our staff.

Up to five candidates are selected for a personal interview. Interviews happen in late March or early April. The Advisory Committee makes its final decision soon after. The fellowship recipient is announced in mid-April.
